You prevent a creature from falling down, or help a creature get up, by causing
the ground beneath them to restitute.
When a creature on the ground you can see within range would fall prone, you
can spend your reaction to prevent them from doing so. (In effect, they do fall
prone, triggering all ensuing effects, but come back up immediately afterward.)
On your turn, you can also spend a bonus action to target a prone creature on
the ground you can see within range, causing them to no longer be prone.
If the creature cannot stand of its own volition (for example, if it's
unconscious), the creature will immediately fall prone again on their turn.
It is debatable whether or not "willing" is a requirement of the creature. I'd
recommend it be considered on a table-by-table basis.
